negotiating a new permit with VA
DEQ. On June 23, 2004,
Alexandria, VA City Council voted
to revoke the 1992 agreement
which allowed the facility to
operate outside zoning
regulations and other use
permits. Sept. 27, 2004, U.S. EPA
and Justice Dept. agreement
reached requiring a 65% NOx
reduction by 2010.
